NOS ?? Specialized FLAG Bottom Bracket Spindle 68 x 112mm vintage road bike NEW?

Description

Up for sale is the bottom bracket spindle shown.  I was told it was new but im not sure if that is true. It does look new to me, the only thing I did notice is that it has some marks that go around where I circled one of the pictures in red. It also has small spots of rust. But even when they are new, a lot of these get the rust spot from moisture since they are old.
Because im not sure if its new or used, im selling it as used,  you be the judge if its new or not.
